「issue」は、議論や対応が必要な課題を指し、必ずしも深刻なトラブルとは限らない。例えば、職場での小さな調整が必要なことや、社会問題などを指すことがある。
「problem」は、トラブルや障害を引き起こす問題を指す。何かがうまくいっていない状況で、具体的な困難や障害を含む。修正や解決が急がれるケースが多い。
